Prelicensing also allows users to view IRM-protected messages in Outlook on the web. When you enable IRM features, prelicensing is enabled by default. By default, an Exchange organization is enabled for IRM. To actually implement IRM in your Exchange Server organization, your deployment must meet the requirements that are described in this table.
